Access to personal records – human rights

A refusal by the local authority to disclose to the applicant his case records held by the social services department was a breach of article 8 of the European Convention on Human Rights. The ECtHR held that the applicant had a vital interest protected by the Convention in receiving information necessary to know and understand his childhood and early development.
