Assessments – care plans – lack of physical resources

Flaws in community care assessments can be of little relevance in cases where the local authority concedes that it ought to provide the applicant with the service requested and needed by the applicant, but has been unable to make such provision because of a shortage of physical resources – in this case, a lack of appropriate housing stock.
